It does, unfortunately... however, I can assure you that I'm far from being an "anta" Community Manager.
Thank you for pointing out the February change log. Indeed, we have announced that the collectibles would respawn every 8h back then.

However, please take into account that we're working with a live product and changes in various game versions are bound to happen. Moreover, it is very likely that the "Collect all" quest depends on the zone shutdown as well (see this dev blog for more details).

And please do us a favor,read the dev diaries and changelogs before answer wrongly.
